The second day of the 5th International Conference “Earth from Space – the Most Effective Solutions” is over. On November 30 specialists discussed issues related to application of satellite data for national defense, technologies and tools of space images processing, possibilities of satellite-based emergency monitoring, problems and perspectives for development and exploitation of small satellites, practices of using RS data for monitoring the situation in the Arctic Region, etc.
Thematic workshops on November 30 were carried out by experts of RS Operators: GeoEye (USA) and Hitachi Solutions (Japan). Round table “Role of public organization in legal support of remote sensing” took place on this day as well.
Representatives of the Cluster of Space Technologies and Telecommunications of the “Skolkovo” foundation and of the “Minerva Capital Partners” company spoke about the principles of getting grants. According to Andrei Potapov, general director of “SPUTNIKS” company that received the status of a “Skolokovo” foundation resident, SPUTNIKS specialists work on the creation of the detailed business plan that in 2012 will be presented as a request for co-financing from the foundation.
The hottest discussion of the second day of the conference was between the round table participants, dedicated to legal issues of remote sensing industry. The round table “Role of public organization in legal support of remote sensing” was initiated by the “Earth from Space” and GIS-Association. It was attended by deputy head of Rosreestr Sergei Sapelnikov and deputy director of the Department of Real-Estate of the Ministry of Economic Development Sergei Moroz.
As the GIS-Association reported earlier (http://www.gisa.ru/81157.html) the Draft of the Federal Law “On Space Activities” was published on the website of the Ministry of Economic Development. The main goals of this draft law are the organization of an efficient application by governmental authorities of remote sensing data acquired from public and commercial space satellites and optimization of budget funds expenditures when allocating state orders for purchasing such data.
Discussing during the round table at November 30 representatives of commercial and non-commercial organizations and governmental authorities tried to debate on the issues of consistency of the originated draft law, the necessity to consider the opinion of business community and experience of foreign countries. According to representatives of business, if the draft law is adopted in current edition, it will not only prevent from the state budget costs reduction on RS data purchase, but will monopolize the industry even more.

———— During the thematic evening “Get into it!” on November 30 the organizers handed in souvenirs and valuable gifts for contribution to the Earth remote sensing industry development and support of the conference to GeoEye, ImageSat, Astrium, MDA, Hitachi Solutions, Innoter, Geo-Alliance, Racurs and Northern Geographic Company.
In addition, the premiere of the dress design project of Elena Cheburashkina – a fashion show “Earthly Beauty” was held. A collection of dresses, made of fabric with printed space images was demonstrated.
