Sergei Zhukov, Head of the Space Technologies & Telecommunications Cluster of the “Skolkovo” fund will take part in the 5th International conference “Earth from Space – the Most Effective Solutions” (November 29 – December 1, 2011, Moscow Region “Vatutinki” resort hotel). Sergei Zhukov will deliver a report in the first conference day on November 29 at the session, dedicated to the issues of science, business and education integration.
Head of the Space Technologies & Telecommunications Cluster of the “Skolkovo” fund will tell about current activities, problems and perspectives of work in sphere of Russian space technologies development. Sergei Zhukov will also present projects, supported by the Cluster.
The Cluster of Space Technologies & Telecommunications started to operate in May 2011. The tasks of the Cluster are technological forecasting (foresight method), selection of priority directions of activities, support to small innovation enterprises, and establishment of a community of experts.
Among highest priority directions of today Sergei Zhukov noted that “development of both enterprises that generate technologies, launch space vehicles and render services and of innovation infrastructure is required. I mean financial, personnel and consulting components. Legislation need to be developed as well. Everybody is well aware of the experiences of America, which has at least 12 laws, and of Europe. Russia also needs special laws that will be applied to technology transfer, including space technology, to creation of public-private partnerships in this sphere; laws that will regulate rules for traders, in particular in issues of private investments into cosmonautics as a quite covert environment.”
