One of the priorities in the development of Russia in general is the improvement of domestic space technology, and in particular, space imagery data handling, as the most important part of such technology. Nowadays, the complicated legal environment requiring serious changes in Russian legislation prevents efficient operations in the area of Earth remote sensing.
In order to develop and promote legal initiatives to improve Earth remote sensing sector operations, as well as to strengthen the positions of Russia on the international market, the Association of Space Imagery Suppliers and Users “Earth from Space” is being created starting from this June. The Association Charter has already been written (with possible amendments).
The primary goal of the Association on the first stage is the development of a project of the Federal Law on Earth Remote Sensing from Space that is supposed to remove all excessive restrictions and to stimulate the development of remote sensing as an industry sector.
Preliminary meeting of the Association founders was held on November 19 in the Business and Trade Center “Gostiniy Dvor” participated by:

3. ОАО «Sitronik»: GLONASS Business Development Director Sergey Borodulin,

5. ООО «ScanEx RDC»: General Director Vladimir Gershenzon, Deputy General Director Olga Gershenzon, Key Account Manager Anna Golovina,
6. FSUE «Roslesinforg»: Deputy Director Vladimir Manovich,
7. ООО «Geo-Alliance»: General Director Maxim Alexandrov,
8. ООО «Legal Business» Law Center: Managing Partner Andrei Balagurov.
Based on the results of the meeting changes in the Association Charter were made related to the possibility of joining the founders after the official registration of the Association. The decision was made to send membership invitations to the following organizations: Military-Topographic Directorate of the General Staff of Russia, GeoCenter “Nature”, Space Intelligence Center, Russian Space Systems, RSC-Energia, “Information Satellite Systems”, Samara Space Center, Lavochkin Science & Production Association and Arsenal Design Bureau.
Questions related to the Association BOD number were also discussed during the meeting. They will exert general control of Associations projects. BOD will consist of five people, including the Chairman, out of the candidates proposed for the Association founders’ review. The candidates are nominated regardless of whether they are employees of a founding organization or not.
General meeting of the “Earth from Space” association, as well as the ceremonial signing of documents will take place on December 1 at the 4th International Conference “Earth from Space – the Most Effective Solutions”. The meeting is scheduled at 16:40 - 18:00 in the Training Hall of the Moscow Regions Vatutinki Recreation Center of the RF Presidnetional Administration.
After the general meeting of the founders the press-conference will take place on December 1, where the participants will speak about the further plans of Association operations, as well as about the requirements and possible ways of introducing improvements in our legislation in sphere of space imagery in Russia.
